How To Fuse King Frost In Persona 3 Reload (P3R)
To get your hands on this plump patriarch, you’ll need to gather up a few items first and foremost. The first thing you’ll need to get is a Sugar Key, which can be obtained by completing quests for Elizabeth in the Velvet Room. The second set of requests unlocks on June 13, 2009, is where we’ll find Request #24 — this will require us to fuse a Persona that is level 23 or higher. Once done, speak with Elizabeth again to get your hands on the Sugar Key and start the process of getting your King Frost.
