Place two small balloons on top of the vehicle and one thruster on the front to push your vehicle out of the water. Small balloons are integral here because a large balloon will lift your structures too high and you will be scrambling to get it out of the air. Two small balloons allow you to keep the vehicle hovering just above the water so a thruster is useful. In some cases, pushing might work in this state but swimming can change how effective that is.
