The first and most consistent way to get ammo in Starfield is to buy it from vendors. In New Atlantis, Jemison Mercantile is the most consistent place to pick up some ammo. It is located to the left of the security checkpoint. When you buy in bulk, some ammo can cost thousands of credits, so be sure you have some credits handy.
